A2P 10DLC Explained
Although employing the same phone numbers, carriers’ A2P 10DLC offers transmit messages with higher delivery quality and lower filtering risk than previous long code SMS services. No action is required on the part of Direct Customers who send fewer than 3,000 messages per day (peak) to the United States and who use five or fewer long code numbers.
Special Use Cases are now supported; however, if you are a client registering a special use case that requires further carrier clearance or a 527 Political Organization, you will need to contact your carrier directly. If neither of these unusual conditions apply to you, register now to take advantage of improved deliverability and greater throughput in the new verified A2P 10DLC ecosystem, which is currently being tested. For enterprises who wish to send long code communications to AT&T in the United States, the A2P 10DLC will introduce new registration requirements.
When sending messages to the United States under your own brand (Direct Customers), but when sending fewer than 3,000 messages per day to the United States using 5 or fewer international long code phone numbers, you do not need to take any action right now. Currently, Twilio is developing a more streamlined registration process for hobbyists, independent developers, and small enterprises whose messaging traffic does not surpass this threshold. In the case that you are an ISV with customers who transmit below these criteria, you will still be required to register them using ISV Starter Brands, but you will not be required to pay Brand or Campaign registration fees in this case.
Questions You May Have:
When it comes to compliance with SMS, there is a ton of information out there that can be downright overwhelming. So let’s get started with answering some questions you likely have!
How does A2P 10DLC function?
According to the new A2P 10DLC system, there are two fundamental requirements:
- Businesses must identify themselves to the carriers’ networks in order to operate (Brand registration).
- Organizations must register the kind of messages they are sending, such as alerts and notifications (Campaign registration).
Do I need to register?
We strongly advise clients to complete their registration as soon as possible after purchasing. Those who transmit more than 3,000 messages per day to the United States, or who use more than five long code numbers to communicate within the United States, must comply with these new rules as of March 1st, 2022.
How do I register?
We have a detailed article about how to register your brand through Twilio. In this article, we cover all of the necessary steps on registration and maintaining compliance. After reading this, you will realize what a hassle the whole process is. It’s much easier and more efficient to let our team of experts here at Cloud Contact AI take care of the process for you.
What is a Trust Score?
In order to register your Brand and Campaign(s) for A2P Messaging, you must do so through the Twilio Console. This information is then submitted from Twilio to The Campaign Registry (TCR), a 3rd party that is at the heart of this new registration system. Twilio will also submit your brand to Twilio’s Secondary Vetting service, which will utilize a reputation algorithm to analyze specific criteria related to your firm and provide a Trust Score, which will decide your messaging throughput and T-Mobile daily message restrictions. From the lowest to the highest, Trust Scores are divided into three categories. The message throughput given to your campaign use case will be determined by your Trust Score level and your campaign kind.

Do the different campaign scenarios signify anything?
The messages you intend to convey will be described in your campaign use case. This has an effect on AT&T’s per-message pricing. The use cases range from fraud alerts and notifications to customer assistance and social media posts.
Are there any non-Twilio websites I need to visit to finish registration?
No. Twilio is the only way to register for a Twilio account. TCR and Twilio have partnered to make it easier for our users to sign up for the event. Twilio’s Trust Hub is now available to you in this way as well. An ISV can request an exception from Twilio, allowing them to go directly to TCR for their US A2P Brand and Campaign registrations, which they can then utilize for Twilio message traffic. Twilio will grant this request. However, utilizing Cloud Contact AI’s elite SMS services will mean you don’t have to do any of the compliance work. Our team of experts will take care of it for you so you can focus on more important aspects of your business.
To make use of A2P 10DLC, do I have to purchase new phone numbers?
There is no need to purchase more long code numbers if you already have them. By completing the registration process, you’ll be able to make use of the new A2P 10DLC service using your existing phone numbers.
What are the registration requirements?
You’ll need information on each business and brand to register businesses, brands, and use cases. In addition to the business name, location, and type, the necessary information comprises the following: (LLC, partnership, etc.).
How can I make sure that my phone numbers use 10DLC when I register?
Your A2P Campaign Use Cases must be linked to a Messaging Service and phone numbers must be added to that Messaging Service once your brands and campaigns have been approved. If you link a Messaging Service to a Campaign, any numbers you enter into that Messaging Service will be associated with that Campaign.
For new Messaging Services, the default setting is that they will not override any inbound message handling that you have established on your Twilio numbers. Before adding any new phone numbers to an existing Messaging Service that you setup weeks or months ago, ensure sure the inbound message handling settings are set up the way you want them. Please visit that service in the Twilio Console or the Messaging Services API to perform this task.
Do I have to make any adjustments to the way I send out messages?
You don’t have to make any changes to your application if you don’t presently use Messaging Services to send outbound messages. The Messaging Service SID does not need to be included in API queries from your application. To link the phone numbers to a campaign, all that has to be done is add them to a Messaging Service.
What happens if I’m not compliant?
- Losing the ability to use A2P 10DLC
- Opening yourself up to phishing attacks
- AT&T fees will vary from $0.002 to $0.004 per outbound SMS segment and $0.0035 to $0.005 per outbound MMS depending on the circumstances associated with the campaign.
